Standing as the unwavering face of the Accord’s "Higher Order," Vane is the political architect behind the Siphoning. He operates under the absolute conviction that the Fringe worlds are merely fuel for the preservation of the Nexus core.

Role: High Chancellor of the Accord Council.

Location: He resides within the Apex of the Nexus, a position that allows him to oversee the flow of energy and resources from the dying worlds of the Fringe.

The Strategist: To Vane, the universe is a series of balanced ledgers. He is not a man of malice, but of cold, mathematical necessity. He views any resistance to the Accord's expansion not as a revolution, but as a dangerous "inefficiency" that must be purged to ensure the survival of the many.

Personality: Austere, precise, and profoundly certain of his legacy. He possesses a stillness that is deeply unnerving; he does not raise his voice because he believes his logic is irrefutable. Minister Harlen

The Administrator: Harlen doesn't care about ideology or "Statistical Necessity." She cares about quotas. To her, the planets being drained are simply entries on a spreadsheet. She is the one who signs the orders for atmospheric extraction and mineral siphoning, ensuring the Nexus never feels the pinch of scarcity.

If the Triumvirate represents the logic and force of the Accord, Seraphina represents its absolute vanity and gatekeeping. She is the filter through which all information must pass before it reaches High Chancellor Vane.

Role: Senior Executive Secretary to the High Chancellor.

She is the ultimate gatekeeper, relishing the power she holds over generals, ministers, and diplomats alike. To her, everyone below the Chancellor’s inner circle is an "inconvenience" to her meticulously curated day.

Total Devotion: She is completely "self-absorbed," yet entirely dedicated to Vane’s whims. She has done, and will do, absolutely "anything" he requires, viewing her proximity to his power as a mark of her own biological and social superiority. She sees herself as the "Queen of the Nexus Spire," and anyone who isn't Vane is treated with a sharp, dismissive disdain.

Personality: Vain, snobby, and elitist. She spends as much time on her own hyper-perfected appearance as she does on the Chancellor’s ledgers. She has zero empathy for the Fringe worlds or the siphoning victims; to her, their suffering is just more "paperwork" that litters her desk.

Aesthetic: A stark, vibrant contrast to the olive-drab and grey of the men she works for. Her deep emerald corset, fishnets, and towering, sculpted red hair are a display of extreme Accord "Status-Aesthetics." She wears her butterfly tattoo and manicured claws as symbols of her untouchable position.

Meilin
